What this in basic.wml and header.wml:
- -  <title>$(BARETITLE:*Debian -- )$(title)</title>
+  <title>$(BARETITLE:*Debian -- ){: [[s/<q>/"/g]] [[s/<\/q>/"/g]] $ 
(title) :}</title>

I tried that for the polish page releases/sarge/index.pl.html and it  
works
