Bug#343281: marked as done (www.d.o: devel/build/ links to SVN server with DNS failure)

Ehh, right. That would be because it's svn.cyberhqz.com, rather than
.org. Whoops.

I've fixed the URL -- also to make it include the required /svn at the
beginning.
