Oh, you should have seen something in the build log:

make[1]: Leaving directory `/org/www.debian.org/ddp/manuals.sgml/faq/pl'
make[1]: Entering directory `/org/www.debian.org/ddp/manuals.sgml/faq/es'
make[1]: *** No rule to make target `debian-faq.sgml', needed by `debian-faq.es.html/index.es.html'.  Stop.
make[1]: Leaving directory `/org/www.debian.org/ddp/manuals.sgml/faq/es'
make: *** [html] Error 2

Looks like an error to me.

Since the build process is aborted by this, I guess that's why
there was no new version on the web.  Now there is none...
