I think you'll need to ask debian-user or debian-cd about this.
debian-www maintains the web pages.

You need to find a developer willing to "sponsor" you. Ask debian-mentor
to help you get started.

You avoid licensing problems by staying within the law...
If in doubt, ask debian-legal about such things. Many of the
problems have been seen before.
