Debian's website is accessible and nearly every browser should be able
to open it, this includes also text based browsers such as lynx (which
is if I remember correctly used for testing).

Please select the server list which contains by default "[United
States_]". Press Enter and use cursor buttons to select another mirror
such as a German one, press enter again, select "Go", press enter and
voilá, you use the German mirror.

PS: I'm using Lynx Version 2.8.5rel.1 (04 Feb 2004).
