Bug#313420: marked as done (packages.debian.org: changelog to html - UTF8 & '+' bullets)

Hi everyone,

Just minor cosmetic issues.

Please take a look at
http://packages.debian.org/changelogs/pool/main/b/balsa/balsa_2.3.3-1/chang=
elog.html
and compare with the plaintext version:
http://packages.debian.org/changelogs/pool/main/b/balsa/balsa_2.3.3-1/chang=
elog.txt

Two problems are apparent from this:

1. The HTML file's charset isn't being set to UTF-8.
e.g.: "Albrecht Dre=DF"

2. Lines beginning with "+" are not being converted into list items.

Some completly new code is now used on packages.debian.org for the
conversion of changelogs to HTML and should fix most issues that
did exist with the old code used before.
(Mostly by not trying some things where the old code failed horribly)
