I put in css, doctype and colgroups for the tables. Some other  
slightly changes are made.

I suggest to put most of the css to debian.css. But I am not sure, if  
that is wanted. A preview of the pages is at http:// 
www.witch.westfalen.de/debian/dwww/devel/website/stats/ , the current  
diff is in debian/diff there.
