Bug#337327: www.d.o/Bugs/server-control doesn't mention "block by"

It would be nice if you could document "block by".  According to the
example in
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=320867;msg=9 it works
like this:
  block 320867 by 320872 320889 320887
