Probably, but IMHO that does not improve usability for newbies (and that's what you were aiming at, right?). The first one is not (or should not be). In my experience ,most users are not aware that they can search/list bugs on their e-mail address because that option is non really obvious on the current page. Most of the time (especially for older bugs) they will not remember a bugnumber, and the package may have been changed by reassigning. So looking for bugs based on e-mail should IMO be on the simplified page.
