Currently the web page has this

|     * Ways of accessing the bug report logs
|     * Requesting bug reports by email 
| 
|     * Developers' information on how to use the system
|     * Developers' information on manipulating bugs by email
|     * Mailservers' reference card 


The words "by email" reduced my choice to 
  http://www.debian.org/Bugs/server-request
( Requesting bug reports by email ) and to
  http://www.debian.org/Bugs/server-control
( Developers' information on manipulating bugs by email)
while I was looking for the E-mail subscription syntax.
