Yes, sort of. There's an automatically generated webpage available where you can see the status of the translation: <http://www.de.debian.org/devel/website/stats/de.html>. All translators can get the diff between their latest translated version and the current version of the original from that page. If you want to provide a patch for the german file, feel free to send it to me, and I'll commit it in the CVS. Concerning other translations: Normally, the translation teams for that language take care of all this work (rearranging the structure and, of course, translate new texts).
