Yes, sort of. There's an automatically generated webpage available where you
can see the status of the translation:
<http://www.de.debian.org/devel/website/stats/de.html>. All translators can
get the diff between their latest translated version and the current
version of the original from that page. They then have to update the
translation accordingly.

If you want to provide a patch for the german file, feel free to send it to
me, and I'll commit it in the CVS.
Concerning other translations: Normally, the translation teams for that
language take care of all this work (rearranging the structure and, of
course, translate new texts).
