web czech language

Problem: It seems that when that czech version of the debian webpage is writen in two different 
coding (iso-8859-2 and utf8)

I noticed this when viewing the following page

http://packages.debian.org/stable/mail/ipopd-ssl.cs.html

While the firt part is written in iso8859-2
(description of the package ipopd-ssl)

the description of other packages related to ipopd-ssl is properly displayed only when I manually 
set encoding to utf8
(libc6, libc6.1, ..)
