Which web site you want to redesign? Yours?
If you want to make some contribution to the www.debian.org please
read http://www.debian.org/devel/website/translating for help with
translation.
Which kind of redesign you have in mind? www.debian.org is nice the
way it is, there are no flash stuff and java scripts, the only fancy
stuff is the default language settings.
