I suggest adding a comment like this to

and http://www.debian.org/intl/l10n/po-debconf/README-trans

Before you translate a po file, make sure that there isn't already a
translated po file for this package
(http://www.debian.org/intl/l10n/po-debconf/<lang>) and nobody send a wischlist bug
report with a translated po file to the BTS in the meantime (check the
link from the package name on
http://www.debian.org/intl/l10n/po-debconf/pot for this).

You might need altering the above a bit.
Reasoning:
I translated the debconf po file for the package dailystrips, since I
found it listed under:
*Packages with po-debconf support and for which translation is to do*
(http://www.debian.org/intl/l10n/po-debconf/de.html#i18n)
After translating I wanted to send the file as a bugreport. Then I saw
that someone else already translated dailystrips and commited a
wishlist bug report
(http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=251947). So my work
was useless in the end :(
Obviously one also has to check the BTS before starting on a new pot
file. However, this is said nowhere.
