Only packages in stable/main count for this number. It is only updated
when we do a new release (I can't say how it was counted exactly though,
I get only 8672[1], but perhaps we removed some packages in the point
releases)

[1] I got this number by going to gluck.debian.org:/org/packages.debian.org/files/archive/ (method for DDs only, obviously) and executing:
grep -h ^Package: stable_*main*Packages | sed -e 's/Package: //' | sort | uniq | wc -l
