Bug#251829: www.debian.org: Broken link in www.d.o/international/ (information for translators)

In <http://www.debian.org/international/>, the link to "information
for translators" in the debian installer is broken.  The target tries
to extract a document from a CVS repo while the Debian installer is
now in a Subversion repo.
