Bug#248024: marked as done (changelogs should have a Content-type: test/plain; charset=utf-8)

Hello,
packages.debian.org include link to the changelogs.  Those changelog are
plain text files, but according to policy are UTF-8 encoded.

Currently the web-server send 
Content-Type: text/plain
It should be fixed to send
Content-Type: text/plain; charset=utf-8
instead, so that web-browser display it properly.
