Bug#231906: marked as done (www.debian.org: remove_stale.pl should ensure that pages are rebuilt when translations get removed)

The w.d.o/distrib/packages page lists the Catalan, Norwegian and Chinese
translations as available, but the files aren't there.

Together with content negotiation this makes the entire page
(apparently) unavailable to people with one of those languages early in
their browser preferences.

D'oh.  I though you were using remove_stale.pl, but I suppose
you're using remove-outdated-translations.sh instead.  In that
case, I've renamed touch_old_files.pl to touch_files.pl and made
it touch all of the translations when a translation is removed.
