Bug#214130: marked as done (www.debian.org: please include a copy of the pages' license)

On http://www.debian.org/license we have a pointer to the Open
Publication License, Draft v1.0.  However, the link to
http://www.opencontent.org/openpub/ no longer resolves.  We should keep
a copy of the OPL on the Debian website from now on, so that people can
read it.

As the license seems really to be unavailable atm, I've applied my patch
from bug 214130 to add a local copy of the OPL.
