Hello,
somehow bug #187864 got closed without really solving the problem.
So again:
the page
http://www.debian.org/vote/2003/vote_0001
states the following.
Quorum: With 831 developers, Q=14.41353531, making a quorum of
43.2406059, or, rounding up, 44. Only one candidate failed to win
by a margin greater than the quorum.
This description is strongly misleading, because it makes the cursory
reader believe that one candidate did would have failed quorum.
Actually all candidates did meet the quorum requirement. The concept
of a "margin greater than the quorum" does occur nowhere in our voting
system description, neither the old one nor the current one.
For the quorum only the number of preferences over the default option
counts. 228 voters preferred Moshe Zadka over the default option.
449 voters preferred Bdale Garbee over the default option. 405 voters
preferred Branden Robinson over the default option. 424 voters
preferred Martin Michlmayr over the default option. All these numbers
are way larger then 44.
So I suggest to change the above mentioned paragraph to
Quorum: With 831 developers, Q=14.41353531, making a quorum of
43.2406059, or, rounding up, 44. All candidates did meet the
quorum requirement.
