It's in the Developers' Reference, no?

http://www.uk.debian.org/doc/developers-reference/ch-beyond-pkging.en.html#s-mia-qa documents what to do about MIA developers, but doesn't use that term itself outside its anchor name, I think. It does not document the tools like mia-check, which seem essentially undocumented. Is that intentional?
