debian-bugs-reports used to be used for bug summaries, of the form "the
following problem reports have not yet been closed or forwarded, so
please do something about them" (see
master:/org/bugs.debian.org/scripts/mailsummary if you're curious). It's
still listed in master:/etc/debbugs/config, but as far as I know these
summaries have been disabled for quite some time.
