As a user and not developer, I did not read Bugs/Developer. How could I have know
not to report bugs upstream?

What to do as a reporter when the maintainer doens't forward a bug, and it's clearly
an upstream problem? Maybe this shouldn't be mentioned on www.debian.org, but I am
curious anyway.

Maybe not this paragraph, but I think it should be at least made clear how bugs
reported to the BTS are handled regarding to upstream in Bugs/Reporting.
