Encoding problems with the consultants page

Matt, you and the other maintainers of the consultants page have to
replace all non-ASCII characters with HTML entities, since the entries
from consultant.data is used with different encodings in the various
translations. Peter Karlsson pointed this out in a cvs log entry last
year, but maybe you missed it.
Currently there are problems with some of the Spanish and Brazilian
entries (and there may be more problems).
