Question about devel/join/nm-step3

Hello.

While translating devel/join/nm-step3.wml, I found the following sentence
(section 2a): A discussion between the AM and the applicant
       detailing why the applicant feels these licenses fit the guidelines
       even thought they have "objectionable" clauses.

It seems that this sentence is missing a verb. Can anyone give me an
idea about possible completions?
