Currently it is up to the package maintainer to include this sort of
information (or not) in the package description.  In Colin Watson's
guidelines, "Writing Debian package descriptions"[1], he suggests that
this information be included.  There have been proposals to add the
information as another field to the package 'header' but this has not
happened yet.

I suggest you file a wishlist bug against the xplanet Debian package,
asking for that URL to be added to the package description.
