Perhaps CVS has something along the lines of a pre-commit script
(commitinfo?) in CVSROOT which can do flexible authentication checking?
I know that's how it would work in Subversion. I don't know enough about
CVS to say, though.

Looking through the info documentation, it isn't obvious how to get the
username in a way that works with both pserver and ext, but I might be
misreading.
