Because it must have been created with old program.
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0//EN">
This is the header debiandoc2html creates for these html if woody/sarge
version of debiandoc-sgml package is used.

I do not know it is correct or not. If this is the correct one and
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0//EN">
is not right, please file bug report to debiandoc-sgml package (more
like wishlist bug.)
This is set by one of the conversion table provided by debiandoc-sgml
package, I think.

Is 0.01 diffrence in standard complience important? It works as is.
