Martin `Joey' Schulze has just written
http://www.debian.org/CD/vendors/legal . However, this page seems not
yet integrated in the website: no page links to the legal page. It
could be linked to from http://www.debian.org/CD/vendors/info.
Here's a patch for webwml/english/CD/vendors/info.wml which does exactly
that.
