Japanese translation is not yet ready?
For instance, there are dpkg's page for japanese at
http://ddtp.debian.org/packages.debian.org/unstable/base/dpkg.ja.html
but it's in English, while dpkg entry in Packages file in debian-ddtp
is already written in Japanese.
