Bug#141721: User's Guide to DDP (why not?)

Please clarify why this has not been processed.  Nice 300page Debian
manual written in mostly professional writer deserve DDP listing since
this is GPL and debiandoc-sgml.

I bet it is hidden under noise level prior to the woody release.
