Bug#136998: www.debian.org: Website pages should indicate what ``package'' bugs should be filed against

At the moment, there's no way of knowing for sure what
psuedopackage a bug should be filed against if you find a problem
with the website.  Some pages are maintained by the webmaster,
others by ftp-master, others by the new maintainer team, and so
forth.

It would be very useful if some indication of who the responsible
maintainers are were available.  That indication could take the
form of a mailto anchor link to send mail to the appropriate
package, but I would be happy with just a note about which
psuedopackage was the relevant one, even if it appeared in an HTML
comment.
