Bug#171393: WNPP pages are severely out of date. Update mechanism broken?

All package pages (RFA, ITA, Orphaned, Withdrawn, RFP, ITP) linked
from <http://www.debian.org/devel/wnpp/> all have the same timestamp:

Last Modified: Sat, Nov 9 03:28:23 UTC 2002

almost a month old at the time of reporting this. I have also checked
from a different network altogether and as far as I can tell I am not
experiencing a caching problem. The timestamp isn't for those page's
templates either since I've been keeping an eye on some ITPs I wish to
'adopt' and the "days in preparation" counter has not changed at all
during the last month.
