 Nevertheless it's still in a context where it should be data a user has
to enter somehwere.  I don't think that people usually insert that kind
of things, do you?  Or are they there to show that the user should
change the things in between including the <>?  Then the word in between
should be written in between <em> or such to let the people know.  I
don't see any difference in w3m/galeon between <> and &#8249;&#8250;, do
you?
