Position of wml::debian::translation-check line and copypage.pl

Hi,

this header file has been fixed months ago so that it can be
included from anywhere in source files.  This had been done because
some translators misplaced this call on DSA and news pages.
So I will patch copypage.pl in order to add this call to
wml::debian::translation-check at the very top, since it seems the
most logical position.
