It's almost as useless as <br><br>, which according to the HTML
standard, is equivalent to one single <br> (not that many browsers care).

Well, that's a "misfeature" (not a bug, though) of Lynx. Perhaps you
should file a wishlist bug against it asking for it to be changed?
