That was better than I feared.  Thanks for letting HTML intact
so diff foo bar displayed all changes.

I've used status P = <proposed>, if that's not proper, please let me know.

You can select between these status':

         if ( $status eq "P" ) { $str1 .= "<proposed>"; }
      elsif ( $status eq "D" ) { $str1 .= "<discussed>"; }
      elsif ( $status eq "V" ) { $str1 .= "<votedon>"; }
      elsif ( $status eq "F" ) { $str1 .= "<finished>"; }
