Have a look at http://www.debian.org/intro/cn
(or http://www.debian.org/intro/cn.en.html if German
is persistent :-).
Debian is using content negotiation, your browser sends its preferences
and the server decides which version to send based on your preferences,
and what versions of the document are available.
That document will tell you haw to set up your browser to ask
the right language.
