Bug#87002: packages.d.o: lists packages that were removed from testing

The problem is that we don't check and remove files for packages
that have disappeared. The page generation script has been modified
to regenerate the pages from scratch once a week.
The reason it is done only once a week is not because they take
very long to generate, but to minimize the time that pages are
unavailable. A better way would be to make the pages in a tmp
dir and mv the new directory into place when done.
I'll discuss this with Joy before implementing it.
