By "the same file", do you mean they are just two different languages? If
so, apparently the translator modified the URL. We'd have to examine the
whole context of the change and ask the translator to find out why they did
it. Sometimes it's a localization change, sometimes it's a bug fix, and
sometimes it's just an error.

The above example looks like it was either an attempt to point to
debian-user-otherlanguage instead of debian-user; or an error in copying and
pasting. :) We'd have to ask whoever committed that.
