Language selection

You probably already think I'm wrong, but I really don't understand
why language selection is working the way it is. I'm getting German
pages if I accept German at all, even though I've specified that I
prefer English.

Evidently I have a transparent HTTP proxy in the way which may be
interfering with request - though it doesn't seem to be.

What's going on here?
