The Applicant's Checklist starting at this URL:

	http://www.debian.org/devel/join/nm-checklist 

... which purports to have a detailed listing of the process which a
new maintainer goes through, doesn't mention the role of having a
Debian Developer to act as an advocate to "verify the application". 

The Checklist for Application Managers also doesn't mention the need
for an Advocate.  In particular both of these documents don't really
talk about how the Application Manager and the Advocate are supposed
to interact.

However, looking at status of current applicants, it seems pretty
clear that you don't go anywhere fast without having an Advocate.  

I assume what happened is that the process got changed to require an
Advocate, instead of having the Application Manager do the
verification, but some of the web pages never got updated.

I added more information about the advocate to
http://www.debian.org/devel/join/nm-step1 which is linked from the
page you mentioned.  I also added some information about sponsors.

An advocate is needed in order to start the NM process.  An
Application Manager (AM) is assigned to an applicant once an advocate
has given his 'go' and the AM then goes through all the checks with
the AM.
