Makefile.comon possible problem

Hello,

I might be missing some information but since I updated the Makefile.common 
and I have done a 'make clean', I cannot compile the web pages anymore. 
Everything fails with ** no rule to make file.<lang>.html needed for all **
English or Romanian, the same.

I got the problem fixed by using an old Makefile.common. What am I missing?
