Yes, I know that.
Since the rebuild time with wml 2.0.2 was less than 6 hours, I don't think
it will hurt if this is done.

I'd rather not remove the first two headers, because the files using
consultant.wml (see webwml/english/consultants/*_*.wml) may use those
features. The <box> isn't used anywhere, nor is anything from
common_translation.wml, so those seemed safe enough.

These would break compatibility with wml1.x completely... not that we have
much compatibility right now (the pages don't look okay), but I'd still like
a consensus on the list.
(ditto for those chunks of menubar.wml patches)
