I was looking into how to install cperl-mode.el from the Perl install
and all the policy manual had to say was for me to look at another
document.  There should've at least been a link to another page in the
developers corner.

I've added the debian-emacs-policy file from current potato's emacsen-common
package to /doc/packaging-manuals/debian-emacs-policy on the web site, and
made /devel/index.wml point to it. The changes should go live in about
twelve hours.
