Vote pages need some work

Those vote pages need some work, they should probably explain where
votes are mentioned, have a bit more about how to get a ballot 
(eg what is a "vote name" ?).

Also how do you know the elections are running? Unless you know the 
secret url.

If no-one volunteers, I'll fix it myself.
