I will upload the updated version into http://www.debian.org/~sano/newmaint.

The new configuration is:

  ./(TOP)
  ./devel/ (unchanged, no file added)
         ./join (newly added)
         ./join/index
            - mainly copied content from "devel/help",
              intended to be linked from "devel/index" in place of
              current "devel/help"

         ./join/newmaint
            - previous proposed "devel/newmaint".
              the main entrance for "New Maintainers' Corner"

         ./join/nm-checklist
            - "CheckList for Applicant"

         ./join/{nm-step1, nm-step2, ...}
            - extended descriptions for each steps.

So <http://www.debian.org/~sano/newmaint/devel/join/> should
display the page of "join/index" above.

Since the definition of each step has not been defined yet,
these files are likely to be changed before they can be released.

Please check it, and give me your advices. Thanks.
