I have committed all the changes. One improvement I didn't bother
making is to write a script that will create a list of all the
old years and automatically create the list of links to the
index of those years. Feel free to implement this and change
*/News/index.wml and */security/index.wml if you wish.
After the change above, we should be able to go from one year
to the next without having to worry about changing a lot of
files. It will still be the duty of the first person to add
a News or security item to add the new years' directory
(and Makefile and index.wml) and commit it.
