Bug#49523: web-support for extracting GnuPG key

I hate to disagree, but it does still seem to be linked from the web
site... in fact, that's precisely how I got there just prior to
submitting the bug report. Here's what I did:

1) Pointed netscape to <http://www.debian.org/>
2) Selected the ``Developers' Corner'' link, which takes me to
   <http://www.debian.org/devel/>
3) Selected the ``Get a Developers PGP Key'' link, which takes me to
   <http://www.debian.org/devel/extract_key>

I just went back and doublechecked, and that's still where the link is
taking me.
