Go to http://www.debian.org   choose Debian Packages from the side navbar and
then try to find the motorola package for tcsh.  It's those pages that
fixes_link was designed to link into.  If you want to point it directly at the
FTP sight, feel free.  That setup (and the choice of not pointing to
proposed-updates) was done partly for time convience.  I couldn't/wouldn't
devote 100% of web time to keeping up with the security pages but now that
another body has been added, we can do some of the more time consuming methods.
